  Scope of application:

  1. The individual and his spouse who purchase the owner-occupied housing in this city, and who have no housing provident fund loan and no loan for the restitution of the housing provident fund.

  2. The individual and his spouse who purchase a self-occupied house owned by other provinces and cites, where the house is located in the place of the employee's own or spouse or immediate blood relative's household registration place, and who have no housing provident fund loan and no loan for the restitution of the housing provident fund.

  Place of application:

  Construction Bank housing provident fund business network or Shanghai Provident Fund Management Center business network.

  Handling requirements:

  1. Original identification and relationship proof:

  (1) Purchased own property rights housing in this city to provide the purchase contract, the purchase of the full invoice (the purchase of second-hand housing can not provide invoices, the need to provide proof of deed tax), the purchase of housing real estate warrant (including the original real estate warrant) (within five years from the date of issuance);

  (2) Purchased the other provinces and cities of self-occupied property rights housing to provide the purchase contract, the purchase of the full invoice (the purchase of second-hand housing can not provide invoices, the need to provide proof of deed tax), the purchase of housing real estate certificate (including the original real estate warrant) (within five years from the date of issuance), the proof of the place of residence.

  (3) Purchased of public housing certificate before the withdrawal of housing provident fund to provide the contract for the sale of public housing and the payment of individual purchase (the user page stamped with the construction banking seal or the cash receipt seal);

  (4) The provision of housing relocation and resettlement agreement, invoices or receipts for the portion of the over-resettlement costs (where the settlement fee is directly deducted from the housing, written proof of the replacement shall be provided by the demolition unit), and the real estate warrant (including the original real estate warrant) (within five years from the date of issuance);

  (5) The purchase of the auction property house to provide the house auction confirmation, the purchase of the auction house invoice or receipt, real estate warrant (including the original real estate warrant) (within five years from the date of issuance ).

  4. Other related materials: the city provident fund center in the process of extraction and audit of the authenticity of the extraction behavior of employees, may require employees to further provide other effective supporting materials.

  Process flow:

  1.The purchase of public housing certificate before the withdrawal of housing provident fund: individuals to provide the elements of materials - the payment voucher designated the collection bank location of the construction bank housing provident fund business network for processing;

  2. To buy other houses: individuals to provide essential materials -

  (1) If the applicant's housing provident fund account in the unit, the construction bank housing provident fund business network for processing;

  (2) If the applicant's housing provident fund account is in the "Shanghai Provident Fund Management Center Housing Provident Fund Centrally Sealed Account" and "Voluntary Deposit Special Account", the Business Network of the Shanghai Provident Fund Management Center shall handle it.

  (3) When multiple applicants apply at the same time, as long as there are withdrawal applicants housing provident fund accounts in the "Shanghai Provident Fund Management Center housing provident fund centralized storage of special accounts", "voluntary deposit special account", are in the Shanghai Provident Fund Management Center business network.

  Time limit for processing:

  If an employee applies for the withdrawal of housing provident fund to meet the prescribed conditions, the Municipal Provident Fund Center shall make a decision within three working days from the date of acceptance of the application to grant the withdrawal or not to grant the withdrawal. If the Municipal Provident Fund Center has doubts about the authenticity of the employee's withdrawal behavior, it shall conduct an investigation and verification, and then make a decision to grant or deny the withdrawal within three working days according to the results of the verification (the investigation and verification time is not included within three working days).

  If the investigation and verification of the situation is investigated and verified to the relevant departments of this city, the time for investigation and verification shall generally be five working days, and the maximum time shall not exceed ten working days;

  Matters needing attention:

  1. The housing application for the withdrawal of spouse housing provident fund, should be a one-time concentration to handle the withdrawal procedures;

  2. If the owner of the property is more than one person and has no spouse, direct blood relative or family member relationship, only one of them and his spouse are allowed to withdraw the housing provident fund. If the owner of the property is more than one person and has a spouse, direct blood relative or the same family member, the property owner and his spouse are allowed to withdraw the housing provident fund. The owner of the property is one person, and the owner and his spouse are allowed to withdraw the housing provident fund;

  3. For those businesses that need to keep photocopies of identification materials, the operators of the housing provident fund business network will scan, print, or copy on their behalf.
