Payment for house rental

  I.Scope of application:

  The employees rental housing can only be withdrawn from the housing provident fund to pay the rent through the Shanghai Housing Leasing Public Service Platform. Except for renting affordable housing (public rental housing, low-rent housing) of Shanghai.

  The employee (hereinafter referred to as applicants) who rent a house that meet the following conditions may apply to withdraw the acount balance in the housing provident fund account of themselves and their spouse to pay for the rent of the house:

  (1)The applicant has continuously deposited housing provident fund for 3 months in this Municipality.;

  (2)Applicants and their spouses currently do not have their own houses or rent houses in this Municipality.;

  (3)Applicants and their spouses currently do not have housing provident fund loans, entrusting housing provident fund withdrawal paying back the housing loan and other agreements to withdraw the commission;

  (4)The applicant and their spouse can only withdraw the housing provident fund to pay for the rental of one house;

  (5)The applicant's leasing behavior shall comply with the relevant provisions of this Municipality on housing leasing;

  (6)Two or more individuals who have no spouse relationship participate in the lease together, and only one of the applicants and their spouse are allowed to draw the housing provident fund to pay for the housing rental fee in the same period of time.

  If the spouse of the applicant participates is in the withdrawal, it shall also meet the withdrawal conditions.

  II.Place of application:

  1.After signing and filing on the Shanghai Housing Leasing Public Service Platform (zfzl.fgj.sh.gov.cn), then apply through the Shanghai Provident Fund Management Center service outlets.

  2.If the Staff and workers's rental housing does not belong to the scope of online signing, the Staff himself can apply through the Shanghai Provident Fund Management Center service outlets .

  3.For renting affordable housing in this Municipality, please go to the service outlets of Shanghai Provident Fund Management Center to apply.

  4.If the unit handles it in a centralized way, please go to the service outlets of Shanghai Provident Fund Management Center to apply.

  III.Handling requirements:

  1.   After signing and filing on the Shanghai Housing Leasing Public Service Platform (zfzl.fgj.sh.gov.cn), Staff and workers should go through the application procedures with the following materials:

  (1)identity card original of the applicant

  (2)The original and copy of marriage certificate and household register,etc of the married applicant;

  (3)The original and copy of the bank debit card of the Municipality under the name of the applicant; (It is recommended to bring a bank debit card of the first class account)

  (the account bank of debit card in this city shall be one of the following 18 banks: Shanghai Branch of China Construction Bank, Shanghai Branch of industrial and Commercial Bank of China, Shanghai Branch of Bank of China, Shanghai Branch of Agricultural Bank of China, Shanghai Branch of China Merchants Bank, Shanghai Branch of Bank of Communications, Shanghai Branch of Pudong Development Bank, Shanghai Branch of Ping An Bank, Bank of Shanghai and Shanghai Rural Commercial Bank Shanghai Branch of Minsheng Bank, Shanghai Branch of postal savings bank, Shanghai Branch of China CITIC Bank, Shanghai Branch of Everbright Bank, Shanghai Branch of Industrial Bank, Shanghai Branch of Huaxia Bank, Shanghai Branch of Guangfa bank and Shanghai Branch of Bank of Beijing. )

  (4)Completed "Housing Status Information Inquiry Application Form" or valid certificate of no own housing property.

  (5)Shanghai Residential House Lesase Contract.

  (6)Notice of Shanghai Municipality .on the record of Housing lease Contract.

  2.If the staff and workers's rental housing does not belong to the scope of online signature filing, the applicant should go through the application procedures with the following materials:

  (1)identity card original of the applicant

  (2)The original and copy of marriage certificate and household register,etc of the married applicant;

  (3)The original and copy of the bank debit card of the Municipality under the name of the applicant; (It is recommended to bring a bank debit card of the first class account)

  (4)Completed "Housing Status Information Inquiry Application Form" or valid certificate of no own housing property.

  3.For Staff and workers renting affordable housing in this city, the applicant should go through the application procedures with the following materials:

  (1)identity card original of the applicant

  (2)The original and copy of marriage certificate and household register,etc of the married applicant;

  (3)The original and copy of the bank debit card of the Municipality under the name of the applicant; (It is recommended to bring a bank debit card of the first class account)

  (4)①If renting the low-rent housing, you should also provide: Housing rental contracts, if the rent follow allocation method should also provide a low-rent housing rental subsidy agreement issued by the Municipal Housing Security Department), and a rent payment voucher;

  ②If renting the original public rental housing, you should also provide: Shanghai public rental housing rental contract, tax control invoices for housing rental fees paid;

  4.If the unit provides housing such as collective dormitories, talent apartments etc, or be entrusted unit for non-room employees entrusts the unit to handle the extraction procedures, the unit may go through the extraction procedures for the employees collectively. The unit shall carry out the extraction application procedures with the following materials (original and copy):

  (1)Qualification application materials

  ①Completed and stamped the official seal on "Application Form for Qualification of Units for Preliminary Examination for withdrawing Housing Provident Funds to Pay Housing Rental Fees" (click to download);

  ②Business license and organization code certificate;

  ③The original or copy of the identity card of the legal representative of the unit;

  ④The original certificate identification of the handling personnel of the unit.

  The unit shall conduct preliminary examination on the following application materials of employees and keep copies:

  ①identity card original of the applicant

  ②The original and copy of marriage certificate and household register,etc of the married applicant;

  ③The original and copy of the bank debit card of the Municipality under the name of the applicant; (It is recommended to bring a bank debit card of the first class account)

  ④Completed "Application Form for Withdrawing Housing Provident Fund to Pay Housing Rental Fee (Personal Version)" (click to download);

  ⑤Completed "Housing Status Information Inquiry Application Form" or valid certificate of no own housing property.

  (2)The unit shall summarize and submit the following materials:

  ①Completed and stamped the official seal on "Unit collectively Handling of Housing Provident Fund Payment for Housing Rental Fees" and its corresponding electronic file (click to download);

  ②Application form for drawing housing provident fund to pay housing rental expenses (unit version) completed and signed by the employees themselves (click to download).

  IV.Time limit for processing

  If the applicant provides the application materials or information is complete, the Shanghai Provident Fund Center shall within three working days from the date of acceptance of the application (the time required to verify the applicant's housing holding status, housing rental information, and marriage information is not counted) make a decision to approve or disapprove, and notify the applicant. If there is any doubt about the application materials provided by the applicant, the applicant may be required to further provide other valid certification materials.

  V.Matters needing attention::

  1.If the spouse of participates in the application for withdrawal of the housing provident fund to pay the rent, the withdrawal procedures shall be collectively handled at one time;

  2.Withdrawing the housing provident fund to pay the rental cost of housing should be on a quarterly basis, that is, the single withdrawal amount does not exceed the three-month withdrawal limit;

  3.If the staff and workers' rental housing does not belong to the scope of online signature filing, it should undertake to terminate the current lease in a timely manner after using the housing provident fund is to pay for the rent business, if the leased house has changed and it belongs to the municipal housing lease net signing filing range Withdraw the business, then should apply again  after filing online registration;

  4.For those Applications that need to keep copies of identification materials, the operators of the housing provident fund service outlets will scan, print, or copy by themselves.
